On July 6, 2023, the National Institute for Strategic Studies under the President of Ukraine held a round table dedicated to discussing the results of an expert survey on the analysis of threats to national security in the field of domestic policy.
Doctor of Economic Sciences, professor, deputy director of IEP of the National Academy of Sciences of Ukraine, Olha Novikova, was invited to take part in this round table, which was held by the Center for Domestic Political Studies as part of the project “Analysis of Threats to National Security in the Field of Domestic Policy”. O. Novikova was involved in the expert survey as an expert. In her speech, she determined that the questionnaire was very difficult. The Delphi method was used to forecast and formulate appropriate strategies in wartime and post-war reconstruction. The questionnaire required the expert to identify internal political threats in the spheres of national security, as well as the most vulnerable situations in Ukraine from the point of view of destabilization of the Russian Federation and steps taken by the state to destabilize these threats.
The results of the entire expert survey showed that the opinion of the expert was taken into account in most positions. O. Novikova believes that it is expedient to focus on the creation of conditions and opportunities for increasing the level of human resilience when addressing the issue of “War Fatigue”.
When determining the destabilizing potential and the probability of realization of internal political threats, the expert advised to focus on the stability of society and the state in the structure of the “Socio-economic Sphere” section. It is necessary to introduce amendments and additions to the Law of Ukraine “On the National Security of Ukraine”, to the National Security Strategy of Ukraine, the Information Security Strategy, the Economic Security Strategy, the Public Security and Civil Protection Strategy, the Human Development Strategy, the formation of a Plan from the action plan for the implementation of the Concept of National Security stability system, as well as the project of the Ukrainian Doctrine, which is currently being formed at the initiative of the President of Ukraine at the plenary session of the Verkhovna Rada on the occasion of the 27th anniversary of the Constitution of Ukraine.
